The Biebs wasn’t in the car at the time; he had loaned it to a friend, who had another passenger at the time with them.
While it was pulled over during a routine traffic stop near the Getty Center in Los Angeles, the pap (who had been following the car) came over to snap shots. When police told him to step back for his own safety, he was hit by another vehicle.
The driver in the car that struck the pap will not be charged; alcohol and drugs were deemed to not be a factor in the accident.
